Duncan first worked on intelligent systems applications beginning in the early 1990’s for: aerospace; super-computing; defence systems; satellite communications; advanced analytics software; financial derivative modeling solutions; advanced robotics; “smart buildings” such as smart hospitals, automated prisons, large ( high-rise ) office complexes ( including Canary Wharf in London ); and distributed computing architectures/client server computing to manage and process Big Data ( often for advanced computational research ).
Over the last 4 years in Bermuda, Duncan has worked on numerous FinTech transactions to harness the transformative abilities of AI, including claims analysis and validation, actuarial analysis, complex pricing models, global weather pattern analysis, so-called “Big Data” risk and incident trends analysis across large populations, and Cust9omer Relationship Management.
At the outset of Duncan’s work on AI solutions, most of his work was in the field of advanced computing and the foundation modelling for AI for hardware vendors such as Cray, IBM, Hitachi Data Systems, Sun Microsystems, and HP Enterprise. Duncan became a corporate director on the Boards of several Hitachi Data Systems subsidiaries in Canada for almost a decade.
Duncan worked on numerous technology and R&D projects for Atomic Energy Canada for over a decade. Duncan has also helped to structure and negotiate PPP projects to design, build, finance and operate nuclear SMRs internationally. Duncan has written and presented numerous international conference papers on the topic of PPP structures to implement nuclear SMR plants.
His advanced communications technology R&D and commercialization mandates have included clients like SPAR Aerospace, Drone Delivery Canada’s (member of its Advisory Board); Verizon International, Bell Telephone (where he was in-house corporate counsel for 3 years), Rogers Communications, IBM Global, HP Enterprise, Computer Sciences Corporation, Raytheon, and many more.
Duncan’s intelligent systems and AI commercial work has included numerous business projects to develop, implement and operate those solutions for the purpose of transforming business processes through automation. Duncan has assisted in the procurement and development of such technology across many industries, including: complex and international customer relationship management solutions; logistics and supply chain management for complex numbers of suppliers; robotics manufacturing; large city automated traffic management; self-flying avionics; advanced risk analytics; the digital testing of experimental nuclear technology to avoid any such physical testing; advanced CAD solutions; and laser communications software.
In 2017 (Society for Computers and Law or SCL) and 2019 (Law Society of England and Wales), Duncan was asked by The Hon. Lord Tim Clement-Jones, then Chair of the House of Lord’s (UK) Special Committee on AI Policy, to present conference papers and sit on two conference panels in London England concerning the commercialization of AI and the inherent commercial and legal risks. Duncan was subsequently invited to write an op ed for the Society for Computers and the Law’s (UK) 50th anniversary publication, which was published in 2025 and titled “AI Requires SOS Wisdom ASAP”.
Over the last several years, Duncan has negotiated numerous and varied AI related contracts, including contracts related to AI: R&D collaboration; AI in-house development; the third-party services; AI solution licensing; commercialization; and, use to transform business processes.
